Digital and Algorithmic Governance: An Analysis of the Impact of Artificial Intelligence on Administrative Efficiency and the Citizen-State Relationship in Colombia

Introduction: Digital governance in Colombia is in a transition phase toward algorithmic
models that seek to optimize the operational capacity of the national State.
Objective: This article analyzes, from a prospective perspective, the impact of Artificial
Intelligence (AI) on administrative efficiency and the transformation of the territorial citizen
bond.
Methodology: The study used a descriptive-documentary approach based on a review of
Document Conpes 3975, the Ethical Framework for AI, and technical reports on regional public
innovation.
Results: It is projected that AI will become a real support by eliminating repetitive processes
and mechanical activities that currently generate inefficiencies in public management.
However, it is identified that the abysmal difference in network coverage between urban and
rural areas constitutes the main national barrier.
Conclusions: Automation will be able to enhance institutional transparency, provided that an
equitable technological infrastructure and ethical human supervision are guaranteed.
Empirical contribution: Future scenarios of intelligent management are systematized, and
associativity strategies are proposed to close the digital divide in local municipalities.
